Evidenced is a Washington, D.C.-based early-stage venture firm co-founded in 2022 by Sean Glass and Bryan Sivak. The firm's central thesis is that healthcare regulation and policy, typically viewed as risk factors by most investors, actually create measurable market openings, and that startups correctly positioned at the moment a regulatory tailwind fires grow faster with less risk than those competing in open markets. Glass co-founded and scaled Advantia Health to roughly $100 million in revenue and previously founded Higher One, which went public in 2010. Sivak served as CTO at the U.S. Department of Health and Human Services and held roles at Kaiser Permanente Ventures and Centene.

Investment Focus

Evidenced backs early-stage health tech startups in community health infrastructure, behavioral health, aging-in-place, advance care planning, women's health, and neurodiverse therapeutics, focusing specifically on companies that benefit from active regulatory tailwinds.

Current policy openings the firm is targeting include the CMS ACCESS model and the Rural Health Transformation Fund.

The firm does not invest thematically across all of health tech; it invests at the intersection of specific policy mandates and commercially viable founder solutions.

Evidenced Fund I closed at $24 million in July 2026. LPs include the Rockefeller Foundation, RockCreek Group, and Colibri Equity Ventures, alongside individual investors spanning government, healthcare delivery, technology, and the payer ecosystem.

Leadership

Sean Glass is Co-Founder and General Partner, a Yale University graduate and serial entrepreneur. He co-founded Advantia Health (scaled to ~$100M revenue) and Higher One (IPO 2010), and brings one of the few operating backgrounds in women's health specifically among early-stage health tech investors.

Bryan Sivak is Co-Founder and General Partner, formerly CTO of the U.S. Department of Health and Human Services and previously at Kaiser Permanente Ventures and Centene, giving the firm direct access to the government and payer customer relationships that define its investment thesis.

Investment Strategy

Evidenced invests at pre-seed and seed stage, writing lead checks into health tech founders whose commercial models are directly enabled or required by specific regulatory mandates.

The firm sources deals through its deep networks in federal health policy, payer systems, and health system leadership, identifying regulatory tailwinds early and backing founders who are positioned to capture them before the broader market recognizes the opening.
